Money for Vacancies



The High Court is making noise over P2.02 billion from its 2012 budget that the Senate Finance Committee set aside for its miscellaneous personnel benefit fund (MPBF) until it hire people to fill vacant positions for which the money is intended to pay for. And it cited autonomy as its basis for the complaint. The wisdom however is obvious to the Filipinos on the Senate decision to prevent the money from getting diverted into benefit spending, and not to hiring new personnel. Something that is easy to understand for those who want to understand.

Is the clamor really on "fiscal autonomy," or personnel "fiscal incentive"?
